الملخص

غالباً ما كان للقوى الخارجية المتمثلة بالدول أو المؤسسات الدولية أو نظم القيم والمعايير العالمية أدوار وإسهامات مختلفة في الترويج للديمقراطية وحقوق الإنسان بشكل مباشر أو غير مباشر. إذ على صعيد المؤسسات الدولية، بذلت الأمم المتحدة جهوداً واضحة في الدعوة إلى تبني تطبيقات الحكم الصالح وإحترام التنوع الثقافي والسياسي، دون الترويج لنظام حكم سياسي مُحدد. على مسار مُختلف، تبنت الولايات المتحدة ومن بعدها الإتحاد الأوروبي منظوراً ثابتاً في الترويج لقضايا الديمقراطية وإحترام حقوق الإنسان وفقاً للأنموذج الليبرالي الرأسمالي. ومع تشابه المقاصد السياسية لكل من الولايات المتحدة والإتحاد الاوروبي من وراء الترويج للديمقراطية ودعم قضايا حقوق الإنسان في العراق، إلا أنّ إختلاف الوسائل المستخدمة ما بين القوة الناعمة أو القوة الصلبة، أفرز، نوعاً ما، مُخرجات متباينة لسياساتهم على مستوى تعزيز أوضاع حقوق الإنسان ومستوى القبول المحلي لها.
