الملخص

أنشئت صناديق التعليم العالي في الجامعات والمعاهد العراقية بموجب التعليمات رقم(122) لسنة 1999 كوسيلة لدعم المؤسسات التعليمية وتضخيم الإيرادات فيها ومعالجة فك الاختناقات وتفعيل دور العاملين فيها، واضطلعت هذه الصناديق بمهام مالية على قدر من الأهمية كونها غطت جزءاً لا يستهان به من نفقات هذه المؤسسات الهامة، وعلى الرغم من الأهمية التي احتلتها هذه الصناديق على الأقل فيما يخص نطاق عملها، بيد أنّه لا يزال هناك فتور تشريعي؛ إذ لم ينظم المشرع أحكامه في قانون خاص يبين طبيعة عملها وكيفية إعداد ميزانيتها وتوضيح صلاحيات مجلس إدارتها تاركاً الأمر لتعليمات، لذا ارتأينا دراسة هذا الصندوق والتعرف على طبيعته ومصادر تمويله وأبواب صرفه كونه يشكل دعامة مالية جيدة لمؤسسات التعليم العالي والبحث العلمي في العراق.
