Abstract

Environmental protection has become one of the pressing issues in present-day societies, and human interest in the problem of environmental pollution increased when they realized that increasing scientific and technological development depends on increasing pollution, and that pollution knows no borders, and that the damage resulting from it crosses the borders of the country in which it occurred. Therefore, a healthy environment was recognized as a human right. Basic human rights at the international and regional level, and for the purpose of creating international environmental legal rules, conferences were held and agreements were concluded in the field of environmental protection and pollution control, and the United Nations and its Environmental Program (UNEP) had a major role in supporting, encouraging and calling for the holding of conferences and agreements and setting emerging principles and rules. Put them into practice and urge countries to adopt these rules in their internal environmental legislation and work to reduce environmental pollution.
