Abstract

The importance of rights and freedoms is evident in the necessity of working to provide the necessary guarantees for them. Perhaps one of the most important guarantees that individuals have resorted to and still are to protect their rights through petitions and complaints, as these complaints and petitions submitted by the public to the competent authorities constitute one of the important oversight tools that shed light on the shortcomings. In the performance of the executive authority in areas that cannot be accessed by the House of Representatives or even the regulatory authorities, as it expresses a deficiency in the performance of the executive authority or violations in the performance of agencies, ministries or public institutions.
