In recent years, the term "humanitarian diplomacy" has emerged and become familiar to Humanitarian diplomacy represents a means of persuading opinion leaders and decision-makers to act on behalf of vulnerable people at all times and in various conflict zones. It can be viewed as a soft power tool aimed at protecting human rights and promoting respect for and dissemination of international humanitarian law, thus enhancing international peace and security. However, the concept of humanitarian diplomacy is controversial, given its imprecise and contested nature, and its practical application is unclear. This research will contribute to exploring the concept of humanitarian diplomacy, its scope and mechanisms of action, and the challenges it faces, as well as discussing the role of the United Nations Relief and Works Agency (UNRWA) in humanitarian diplomacy.
